There are multiple ways to delete image/video files from the RPi SD card, but I'm looking to see if anyone has deleted image/video files only. I want to avoid reformatting the SD card and re-imaging. I also want to avoid deleting the entire /dev/root folder (where the files + other files are located): I tried deleting video files with Bitvise SSH client but don't have "permission." I tried deleting image files with DiskInternals Linux Reader and no luck there either. Any thoughts?

Have you tried navigating to the file's directory and doing " sudo rm -rf 'file' "? That's how I usually delete videos and images.

I would just recommend: sudo rm <filename> if you are deleting just files, what Austin recommended applies to folders also.
sudo rm -rf <foldername/filename>
-r is a recusive flag for rm, if you are deleting everything inside of a folder this is the flag that you should use. -f is a force flag for rm, this will force rm to delete a files that it normally
I would caution using -rf unless you are sure of your files name and that you won't delete anything else.
