I am having trouble get a static IP address. I change the IP to 192.168.1.3, I leave the subnet the same. I am not sure what to put into the rest of the fields. Please help!!!

Is this on your computer or the Raspberry PI?
The Raspberry Pi's IP is 192.168.1.3 so I would recommend setting your settings to something else than .3. Example: 192.168.1.15
On windows all you need to fill out besides that is the subnet. After that you should be able to communicate with the Pi through ssh.
