If you swap the channels the two servos are connected to on the maestro are you still able to move the azimuth servo but not the elevation servo? Precisely. We tried all channels for both servos and only the azimuth servo worked on all of them. The altitude servo worked on none.

Ok, yeah I would agree that the altitude servo is likely dead in that case. Definitely try another one and let me know how it goes.

We lost control over our motors last week. Upon investigation we found that the problem was the Elevation Servo and if we unplugged it, we regained azmith control. After extracting the Elevation Servo Assembly I did some testing and found that the servo had indeed failed. I opened up the servo and the main control board was fried.
Unfortunately the assembly is a custom gear assembly from ServoCity and they no longer sell that model. The servo it uses is still made by HiTek so ordered one from Amazon and got it in two days. ServoCity customized the motor for their assembly and I was able to modify the new motor to make it work. We are now back up and operating with both servos.
Repairing the assemblies is possible.
